Because when Bushron's operation "let's loot and pillage the world now we have nothing left to loot in America" they knew there's enough honor among thieves to let them do some looting as well. They looted 7,000 years of human history from the museum, they pillages and burned the historical library, and they waltzed through army checkpoints while doing it. The whole Operation Iraqi Liberation (O.I.L) is for Cheney to loot the oil, so stopping Iraqi looters would be plain hypocritial, wouldn't it?
Nobody goes though checkpoints at this oil refinery. The oil ministry building has enough guards to fight off the friggin' Mongol hordes, but people who loot priceless 7,000 relics can pass through checkpoints. Still believe the war is not about oil?
